Cebu is one of the easiest cities in the Visayas to explore with a dog. Cebu City has hotels that take pets in specific rooms, plenty of al fresco cafés, and uphill spots along the Transcentral Highway in Busay where the air is cooler. This guide pulls together the pet-friendly places on FluffyTrips across Cebu City, Mandaue, Lapu-Lapu and Talisay, and what we could confirm about each pet policy.
How we check: hotel policies below come from the booking site listings (Expedia) as of October 2026. For restaurants and cafés, FluffyTrips lists each place as pet-friendly, but most don’t publish a formal pet policy. We say so wherever that’s the case. Rules change often, so always confirm with the place before you go.
Pet-friendly hotels in Cebu with confirmed policies
Citadines Cebu City
Based at Baseline Center on Juana Osmeña Street, Citadines accepts pets in specific rooms only. According to its Expedia listing, the pet charge is ₱1,500 per pet (varying with length of stay) plus a ₱1,000 deposit per day. The listing doesn’t state a limit on the number of pets, and its FAQ describes the fee as ₱1,500 per pet per day, so confirm the exact charge and request a pet-friendly room before you book.
Savoy Hotel Mactan Newtown
Savoy, in The Mactan Newtown in Lapu-Lapu City, accepts dogs and cats only, up to 2 pets in total and up to 11 kg each, according to its Expedia listing. The charge is ₱500 per pet per night plus a one-time ₱500 cleaning fee. Pets must be supervised at all times and are limited to specific rooms. One other travel guide lists a 10 kg limit, so check the weight limit with the hotel if your dog is close to it.

Fees are as listed on booking sites in October 2026 and may change.

More pet-friendly cafés in Metro Cebu
These cafés were named as pet-friendly in recent Cebu coverage by SunStar (2024) and Keeta (August 2026). None publishes formal pet rules, so message ahead and ask where your dog can sit.
- Te’Amo Café on the 2nd floor of Hotel One, Juana Osmeña Street, Cebu City. It calls itself pet-friendly and has a resident café dog, Amber.
- Punched Coffee at Mabuhay Tower, Cebu Business Park. Keeta describes dogs sitting with their owners, leashes looped around a chair.

Tips for exploring Cebu with your dog
- Ask before you sit. Even pet-friendly places often limit dogs to outdoor or al fresco tables.
- Bring water and a leash. Cebu City gets hot, so carry water and take breaks in the shade.
- Book pet rooms early. Both hotels above assign pets to specific rooms, so request one when you book.
- Bring vaccination records. Hotels and boarding facilities commonly ask for them.
- Go uphill on hot days. Busay cafés are cooler than the city centre.
